      The JUO project plan consists of main phases and detailed steps. The plan preparation has taken into consideration the categorization of interrelated functions. The main tasks of the plan are summarized as follows:

          1-   Establish and implement specifications and a workable framework for the observatory; prepare its operation methodology, establish its website to connect with other urban observatories.

          2-   Develop specifications import and operate the required technologies and programs and produce urban indicators with a geographical digitized information system.

            3-   Develop and implement operation plans for the observatory and evaluate its operation.

          4-   Develop and implement operation plans for the observatory and evaluate its operation.

A detailed time plan for the project implementation extends up to December 2008 and has been established and outlined as follows:

       The project time-plan is divided into five phases with specific methodology and detailed tasks for each phase. The execution of these tasks will be completed within thirty months and are summarized as follows:
