For the success of any GIS system a combination of five components would be required:

  1. IT infrastructure needed to support the GIS activities. This includes the servers, users? terminals, peripherals and networking required in order for the system to achieve the desired performance and response time, accommodate future growth and expansion, and guarantee high availability and disaster recovery.
  2. Software required for data capture, storage, analysis and production. This includes all the software packages and extensions put in place for the system to provide the required functionality.
  3. Data required for carrying out the necessary analysis. Data is the core of GIS. It is categorized as attribute data and spatial data that have reference to locations on earth. Metadata is another example data. It is ?data about data.
  4. Procedures that should be applied in order to facilitate the use of technology. Those procedures vary from data manipulation, software and hardware management, and applications and system integrations that can be developed to automate the workflows and business processes.
  5. People that are well trained and knowledgeable are needed in order to use GIS applications and understand its concepts. They are essential to make use of GIS capabilities and experience its benefits.
