      An indicator is a measurement scale that summons up information which describe a certain phenomena or identify a problem. Moreover, it answers specific questions that decision makers inquire about. This indicator provides quantitative or qualitative information to help specify the priorities of urban observatory which are the base for setting policies and plans to achieve the objective of improving the quality of life.

       On one hand, indicators are considered an active mechanism for measuring the advancement of all levels of urban locations towards the intended goal. On the other hand, all these indicators form a realistic ground for the qualified process of decision making. If we consider its efficiency in measuring the level of development we will find that it presents a digital standard vision that can be calculated and incorporated into equations and then compared periodically with other cities and countries, so that it gives us a clear picture of the state of the development. Considering its capability in the process of decision making, it is obvious that through it we can follow up on the realistic periodical changes and see whether it presents advancements or drawbacks in the achievement of the main goals.
