The international interest in development started in the seventies. Generally it is known as the human development considering human beings as the ultimate goal of development. This direction was adopted by the UN.
According to this they concentrated on qualifying cadres, train and teach individuals to provide basic needs, as mentioned in Human Rights act in 1948.
A new direction regarding development emerged and was adopted by the International Monetary Fund (IMF) considering economy as the base for development. The two directions blended under the saying that man is the creator of development and he is the intended goal. Development relies on three main aspects (health-education-income) these represent the ability to live and have a longer, healthier life and know people and live a decent life.
After that experts reduced the three aspects into a human development guide which the first development program report for the UN relied on in 1990.
The international efforts continued to work on improving the concept of development together with the International bank to reach new dimensions. In 1993 a new dimension was add and that was the public cooperation whether economically or politically, and people defined development to each other and each individual was given a chance to participate in it to ensure equal distribution of its economic outcome. The participants in human development are divided into three groups:
Group one:
government officials whether central or local as well as service providers, authority responsible for infrastructure, local governments and city administration.
Group two:
private sector and financing institutions, business men, officials in the
Chamber of Commerce & Industry who work on providing and presenting some of the development's items and fields.
Group three:
the civil community regardless of its body, including the ordinary citizen. For example nongovernmental institutions, sport clubs, parties and unions, non-profitable institutions as well as charity organizations.
In 1990 interest in women's cooperation after figures indicated a decrease in their cooperation in public life as well as economic life and the negative impact it had. Currently global efforts are seeking to incorporate in the guide all the technological achievements of the countries with their two dimensions; the knowledgeable and economical ones.
The year 2000 witnessed the assembly of the international summit of the new millennium; in it the objectives of the millennium were stated due to that a set of developmental goals and their parallel indicators which are now known as Millennium Developmental Goals (MDG) were defined.
