It started after the
Istanbul conference in 1996 and was called (
Istanbul indicators +5)
The indicators bundle of Istanbul +5 consisted of 23 main digital indicators and 9 qualitative ones which were determined to agree with the 20 main sections of the second habitat conference's framework and also to measure the improvement in performance. Furthermore, it can provide cities with bundles of indicators that help in giving a clear picture of the city and measure its performance compared to others.
Istanbul
+5 indicators were distributed on six proposed axes in the agenda as follow:

social development and demolishing poverty
3.
environmental management
4.
economic development
5.
management
6.
international cooperation
These patterns deal with the 20 commitments mentioned in the habitat conference which are:
1.
Ensure ownership.
2.
Support the concept of the right for an appropriate home.
3.
Equal access to land.
4.
Equal access to funding.
5.
Ensure the availability of basic facilities.
6.
providing equal chances for a healthy and safe life
7.
Ensure social reaction and support for less privileged groups.
8.
Support equality between genders in the human settlement development.
9.
Call for a balanced geographical organization in the distribution of human settlements.
10.
Efficient management of water supply and demand.
11.
Reduce urban pollution.
12.
Prevent disasters and rebuild housing communities.
13.
Ensure the existence of efficient transportation systems.
14.
Support means of setting up and implementing local environmental plans.
15.
Strengthening small business projects especially those maintained by women.
16.
Encourage partnership between the public and private sectors and support the process of finding productive jobs.
17.
Call for decentralization and local governmental support.
18.
Encourage and support public cooperation.
19.
Ensure having transparent and effective management for towns and cities.
20.
Promote international cooperation and partnership.
Emphasizing on the importance of considering divisions according to gender, whenever possible to be able to evaluate the effectiveness of women's contribution in setting and applying polices and thus support the role of all members of the community.
