1- Taking decisions regarding the approaches of the Observatory and directing it towards special issues.
2- Hold periodical meetings (annually or semiannual) to discuss urban indicators, evaluate its policies and development programs and also suggest practical solutions to resolve problems.
3- Determine priority issues in development to indicate the policy of the Observatory.
4-Propose and nominate members of the executive council, recommend establishing special committees and quality workgroups as needed.
5- Approve indicator bundles that reflect the local communities' privacy as well as the minimum urban indicator groups that the international community promised to publish.
6-Suggest and develop mechanisms to follow up and evaluate the policies of the urban development.
7- Support the Urban observatory in completing its duties.
8-Develop a broad plan to protect the environment in Jeddah, also set an extensive plan to control the environment and protect it, supported by specific indicators related to Jeddah in order to discover environmental deterioration and continue to protect it.
9- Approve the values of the urban observatory indicators.
